GEL SHARE: Village Manager Steve Jones Shares Details of Glen Ellyn Layoffs and Cost-cutting Measures to Balance Budget

The following information was provided by Village Manager Steve Jones to detail recent news of village staff reductions and other cost reduction measures to balance the 2009 budget which begins May 1st.

Five Positions Eliminated
Facilities Manager – Administration (16 years)
Administrative Secretary – Public Works (11 Years)
Mail Clerk – Administration (20 years)
Custodian - Administration (3 years)
Secretary – Administration (22 years)

Full-time to part-time
Community Service Officer – Police Department (8 years)

Other cost cutting measures include:

Vacant positions that will remain unfilled:
3 full-time Police Officer positions
1 part-time fire inspector
1 full-time planner (to be filled with part-time intern transferred from administration)

Hours Reduced
Cashier’s office to have hours reduced. No more Thursday evenings @ the Civic Center.

Salary action
Non-union raises to be capped at 1.5% over the next year.
Village Manager, department heads and Deputy Village Manager will have salaries frozen over the next year.

Steve Jones presented the village board with a balanced budget for the fiscal year which begins on May 1. The balanced budget assumes adoption of the home rule sales tax. A number of maintenance items and capital purchases have been deferred. This combined with personnel reductions have allowed the village to balance this year's budget.

In addressing the current and future economic conditions, the Village has determined the need to reduce its staffing levels. In order to help address declining revenues and a projected $500,000 budget deficit, five employee positions were eliminated, one full-time position was reduced to part-time, and several employees will experience a reduction in hours. Overall, this results in a 4% staff cut.

To further reduce personnel costs, the Village Manager, Deputy Village Manager and all department heads will receive no salary increases during the next budget cycle. In addition, all non-union employees will have salary increases capped at 1.5% during the same period. A number of positions currently vacant also will remain open, including three police officer positions and a part-time fire inspector.

Despite the loss of these valued and loyal employees, the village will strive to minimize the effects of this action and maintain the high level of customer service our residents expect.
